Terms of Service

1. Agreement to Terms

These Terms of Service ("Terms") govern your use of the ParcelVue website at parcel-vue.com and all related services (collectively, the "Service") operated by ParcelVue LLC, a Florida limited liability company ("ParcelVue," "we," "us," or "our"). By accessing or using the Service, you agree to be bound by these Terms. If you do not agree, do not use the Service.

You must be at least 18 years old and have the legal capacity to enter into contracts to use the Service. By using the Service, you represent and warrant that you meet these requirements.

2. Nature of Service

ParcelVue provides property tax data analysis tools and, for certain service tiers, files property tax appeals on customers' behalf with the Cook County Assessor's Office under registered practitioner code 15481.

ParcelVue is a registered tax practitioner with the Cook County Assessor's Office for the limited purpose of filing residential property tax assessment appeals. ParcelVue is not a law firm, accounting firm, or licensed tax advisory service. Nothing on this website, in any report, or in any communication from ParcelVue constitutes legal advice, tax planning advice, financial planning, accounting services, or any other professional advisory service. Use of the Service does not create an attorney-client relationship, fiduciary relationship, or professional advisory relationship of any kind, except for the specific limited-scope filing services described in Section 4 for customers who purchase Tier 2 (File For Me).

Property data and analysis are derived from publicly available records maintained by the Cook County Assessor's Office, Cook County Board of Review, Cook County Clerk's Office, and other government sources. Reports, data, visualizations, and other materials provided through the Service are for informational and educational purposes only, except where ParcelVue is acting under explicit practitioner authorization to file an appeal.

You are solely responsible for evaluating the information provided and for any decisions you make regarding your property tax assessment, including whether to file an appeal.

3. No Guarantee of Outcome

Purchase of any product or use of any ParcelVue tool does not guarantee any reduction in your property tax assessment. Appeal outcomes are determined solely by the Cook County Assessor's Office or the Cook County Board of Review based on their independent review of the evidence submitted.

Where ParcelVue publishes statistics, projections, or aggregate analysis on the Service, such information reflects analysis of past or publicly available data and is not a prediction or guarantee of future results for your specific property. Actual results may differ materially.

4. Products and Service Tiers

ParcelVue currently offers three service tiers. Specific product features and pricing displayed on the ParcelVue website at the time of purchase govern your transaction. The descriptions below outline the standard scope of each tier.

Tier 1: DIY Evidence Report

Tier 1 customers receive the following digital deliverables via email:

You are responsible for filing your appeal with the Cook County Assessor's Office. ParcelVue does not file your appeal in Tier 1.

Tier 2: File For Me

Tier 2 customers receive everything included in Tier 1, plus ParcelVue files the customer's property tax appeal with the Cook County Assessor's Office on the customer's behalf, using our registered practitioner code (15481). Tier 2 customers also receive access to a secure customer dashboard where they can view their appeal status, access documents, and track key dates.

Tier 2 requires the customer to complete and electronically sign the Cook County Assessor's Office Attorney/Representative Authorization Form. This authorization is limited in scope. ParcelVue is authorized only to:

The customer remains the decision-maker for the appeal and is responsible for responding to substantive questions or requests from the Cook County Assessor's Office. ParcelVue's authority under the Attorney/Representative Authorization Form terminates upon the final disposition of the filed appeal by the Cook County Assessor's Office, or upon the customer's written revocation of authorization, whichever occurs first.

If the customer wishes to pursue further appeals with the Cook County Board of Review or other bodies, the customer must do so independently or engage a separate qualified representative.

Tier 3: Annual Subscription

Tier 3 customers receive Tier 2 services on a recurring annual basis, plus additional ongoing services as described on the ParcelVue website at the time of purchase. Subscription customers are billed automatically on each anniversary of the subscription start date until cancellation. You may cancel your subscription at any time by contacting us at info@parcel-vue.com or through your dashboard, if available. Cancellation takes effect at the end of your current billing period; we do not provide refunds for partial subscription periods, except as required by law or as described in Section 6.

5. Eligible Properties

ParcelVue products are currently available for single-family and small multi-family residential properties in Cook County, Illinois. Certain property classes are not currently supported, including condominiums and cooperative units (Property Class 299) and mixed-residential and 7+ unit apartment buildings (Property Class 212). Property eligibility is determined at the time of search based on current data. If your property is not eligible, you may join our waitlist to be notified as coverage expands.

ParcelVue's service area may expand to additional counties or states over time. The eligibility scope described on the ParcelVue website at the time of purchase governs your transaction.

6. Pricing, Promotional Offers, Refunds, and Disputes

Pricing and Payment

Products and services are delivered at the price displayed on the ParcelVue website at the time of purchase. All payments are processed securely by third-party payment processors (currently Stripe). ParcelVue does not store your full credit card number or payment account credentials.

Promotional Offers

From time to time, ParcelVue may make promotional offers available, including discount codes, complimentary access, and limited-time promotions. Promotional codes and offers have no cash value, are non-transferable, may be limited in quantity, eligibility, or time, and may be modified or discontinued at any time at our discretion. Complimentary access provided through a promotional offer provides the same product or service described in these Terms.

Tier 1 (DIY Evidence Report) Refund Policy

Tier 1 products are delivered digitally upon purchase. All Tier 1 sales are final and non-refundable once the Evidence Packet has been delivered to your email address, except in the following circumstances:

Tier 2 (File For Me) Refund Policy

Tier 2 includes both an evidence packet and a filing service. The total Tier 2 fee is allocated as follows:

The $40 partial refund is available only when the Cook County Assessor's Office issues a final denial of the appeal that ParcelVue filed under our practitioner authorization. Refunds are not provided for:

ParcelVue endeavors to issue the $40 partial refund automatically upon receiving notice of an appeal denial from the Cook County Assessor's Office. If you have not received your refund within 30 days of your receipt of a denial notice from the Cook County Assessor's Office, please contact us at info@parcel-vue.com with your order confirmation and a copy of the denial notice, and we will process your refund.

Tier 3 (Annual Subscription) Refund Policy

Subscription fees are non-refundable for partial billing periods. Refunds for subscription billing errors (such as duplicate charges or charges made after cancellation) will be processed promptly. Cancellation takes effect at the end of your current billing period; you will retain access to subscription services through that date.

Disputes

If you have a question or concern about a charge, please contact us at info@parcel-vue.com before initiating a chargeback with your payment provider. Chargebacks initiated without first attempting to resolve the issue with us may result in suspension of access to the Service.

7. Data Accuracy

Assessment data, property characteristics, comparable properties, sales records, and other data used in our reports are sourced from publicly available government records. While we strive for accuracy, this data may contain errors, omissions, or may not reflect the most recent information available.

ParcelVue does not independently verify property characteristics such as square footage, number of bedrooms or bathrooms, basement finish, or garage configuration. If any property details in your report are incorrect, we recommend noting the corrections when filing your appeal, as described in the Filing Guide.

Always verify information with the Cook County Assessor's Office at cookcountyassessor.com before filing or relying on any appeal.

9. Electronic Communications and Electronic Signatures

By using the Service, you consent to receive communications from ParcelVue electronically, including by email and (where you have provided consent) by SMS text message. You agree that all agreements, notices, disclosures, and other communications that ParcelVue provides to you electronically satisfy any legal requirement that such communications be in writing.

To access electronic communications, you will need: a device with internet access, a current web browser, an active email account, and (for certain communications) the ability to view PDF documents. You may withdraw your consent to receive electronic communications by contacting us at info@parcel-vue.com, but withdrawing consent may limit your ability to use the Service.

If you sign any document electronically through the Service, including the Cook County Assessor's Office Attorney/Representative Authorization Form, you consent to using an electronic signature, and you agree that your electronic signature has the same legal effect as a handwritten signature.

You may request a paper copy of any document you have signed electronically by contacting us at info@parcel-vue.com.

10. Intellectual Property

Materials purchased from ParcelVue, including Evidence Packets, Cover Letters, Filing Guides, and Savings Guides, are licensed for personal use by the purchaser only. You may submit these materials to government agencies as part of a property tax appeal. You may not resell, redistribute, publish, or commercially exploit these materials or their contents without our prior written permission.

The ParcelVue name, logo, website design, and all original content are the property of ParcelVue LLC and are protected by applicable intellectual property laws.

11. Indemnification

You agree to indemnify, defend, and hold harmless ParcelVue LLC, its members, officers, employees, and agents from and against any claims, liabilities, damages, losses, and expenses (including reasonable attorneys' fees) arising from or related to: (a) your use of the Service; (b) your violation of these Terms; (c) your violation of any applicable law or regulation; (d) information you provide to ParcelVue or to government agencies through our services, including false, misleading, or fraudulent information; or (e) your unauthorized use of materials licensed to you under Section 10.

12. Limitation of Liability

To the fullest extent permitted by applicable law, ParcelVue LLC's total liability for any claim arising out of or relating to the Service, including any product or filed appeal, shall not exceed the amount you paid to ParcelVue for the specific product or service giving rise to the claim.

In no event shall ParcelVue LLC, its members, officers, employees, or agents be liable for any indirect, incidental, special, consequential, or punitive damages, including but not limited to loss of profits, data, or other intangible losses, resulting from your use of or inability to use the Service, any product, or any appeal outcome.

13. Disclaimer of Warranties

The Service and all products are provided "as is" and "as available" without warranties of any kind, either express or implied, including but not limited to implied warranties of merchantability, fitness for a particular purpose, accuracy, or non-infringement.

14. Force Majeure

ParcelVue will not be liable for any delay or failure to perform under these Terms due to causes beyond our reasonable control, including but not limited to acts of God, natural disasters, war, terrorism, civil unrest, government action, labor disputes, internet or telecommunications outages, failures of third-party service providers, or unavailability of government data sources. In such events, our obligations will be suspended for the duration of the event.

15. Dispute Resolution, Arbitration, and Class Action Waiver

Please read this Section 15 carefully. It affects your legal rights, including your right to file a lawsuit in court.

Informal Resolution

Before filing any formal claim against ParcelVue, you agree to first contact us at info@parcel-vue.com and attempt in good faith to resolve the dispute informally. We will make a similar attempt before filing any claim against you.

Binding Individual Arbitration

If we cannot resolve a dispute informally within 60 days, any dispute, claim, or controversy arising out of or relating to these Terms or the Service will be resolved by binding individual arbitration administered by the American Arbitration Association ("AAA") under its Consumer Arbitration Rules, except as otherwise provided below. The arbitration may be conducted by telephone, video conference, written submission, or in person in a mutually convenient location.

Class Action Waiver

You and ParcelVue agree to bring any dispute in arbitration on an individual basis only, and not on a class, consolidated, or representative basis. The arbitrator may not consolidate more than one person's claims, and may not preside over any form of representative or class proceeding.

Small Claims Court Exception

Notwithstanding the foregoing, either party may bring an individual claim in small claims court in the claimant's local jurisdiction, provided the claim qualifies under that court's rules and remains on an individual basis.

Opt-Out Right

You may opt out of this arbitration agreement by sending written notice to info@parcel-vue.com within 30 days of first agreeing to these Terms. Your notice must include your name, email address, the property address associated with your purchase (if applicable), and a clear statement that you opt out of arbitration. Opting out will not affect the other provisions of these Terms.

Governing Law and Venue

These Terms shall be governed by and construed in accordance with the laws of the State of Florida, without regard to its conflict of law provisions. Subject to the arbitration and small-claims provisions above, any legal action or proceeding arising out of or relating to these Terms that is not subject to arbitration shall be brought exclusively in the state or federal courts located in the State of Florida, and you consent to the personal jurisdiction of such courts.

16. Changes to Terms

We may update these Terms from time to time. For non-material changes (such as clarifications, typographical corrections, or contact information updates), we will post the revised version on this page with an updated effective date.

For material changes (such as changes to pricing, refund policy, scope of services, or dispute resolution), we will provide at least 30 days' advance notice by email to your registered email address before the change takes effect. If you do not agree to the material change, you may terminate your account before the change takes effect by contacting us at info@parcel-vue.com.

Your continued use of the Service after the effective date of any change constitutes your acceptance of the updated Terms.

17. Assignment and Termination

You may not assign or transfer your rights or obligations under these Terms without our prior written consent. ParcelVue may assign or transfer its rights and obligations under these Terms to any successor entity, including in connection with a merger, acquisition, sale of assets, or financing.

Either party may terminate this agreement at any time. Upon termination, your right to use the Service ends, but any obligations incurred before termination (including outstanding payment obligations and the obligations described in the Survival section below) remain in effect.

18. Survival

The following provisions survive termination or expiration of these Terms: Section 6 (Pricing, Promotional Offers, Refunds, and Disputes) with respect to obligations incurred before termination, Section 10 (Intellectual Property), Section 11 (Indemnification), Section 12 (Limitation of Liability), Section 13 (Disclaimer of Warranties), Section 15 (Dispute Resolution, Arbitration, and Class Action Waiver), this Section 18, and Section 19 (Severability).

19. Severability

If any provision of these Terms is found to be unenforceable or invalid, that provision shall be limited or eliminated to the minimum extent necessary so that the remaining provisions remain in full force and effect.
